Michael Bates for City Council - Update

City council candidate Chris Marcelino plugged his blog on my my last post. So I went to read what he had to say. Overall I was surprised at how well written it was.....a little too well written. In one blog post, he typed, "Don't be shy about calling the candidates and asking tough questions of your own." So here is my tough question: Who wrote your blog? Was it 2004 candidate for Tulsa city council, Michael Bates?

I took a particularly well written bit of the blog post and googled it. Here is the #1 result for the excerpt from Marcelino's blog "complexities of the law, and an awareness of the risks and potential rewards of a change. The Law of Unintended Consequences is in full effect." Marcelino basically cut and paste the manifesto of a Tulsa candidate, put it on his own blog, and signed it.

He even plagiarized why he is running for city council! If you can't come up with your own reason for running....maybe you shouldn't be running.

Chris Marcelino has now rightfully credited Michael Bates for Bates' work that Marcelino plagiarized. However, I have the original version and I think it is important information to have when you go vote.

Fall River City Council, No easy Task.
Why run for City Council?Most people who hear I'm running for city council congratulate me, or thank me for my willingness to serve. Others -- close friends, mostly -- ask, "Why in the world would you want to be a city councilor? Do you need the aggravation? Why do you want to join that useless, bickering bunch?"

My answer: I want to be a city councilor because the city council matters to our city's quality of life and its future. I am running because I believe that with my skills, knowledge, and experience I can promote Fall Rivers quality of life, and I can help the council become more effective in doing its job, to the benefit of all its citizens.

Some would say that the city council was created as mere window-dressing, a means to avoid a civil rights lawsuit. The real power rests in the Mayor's office, they would say, and the council isn't meant to do much besides act as a rubber-stamp. Many voters may be tempted to give all their attention to the next mayoral race, while ignoring the candidates for city council.

The Council matters

But when you've gone down to City Hall for committee meetings and city council meetings, as I have, and talked to councilors and citizens who come to address the council on some matter, you realize that the city council has an impact on Fall River's quality of life, and it has the potential to become an even greater asset to the city.The council performs three crucial functions that no other body can perform: representation, legislation, and oversight. If it fails to fill these roles adequately, Fall River loses.

Representing Fall River's diversity

The nine city councilors bring nine more perspectives to the table. More than that, in the course of an election, a city councilor speaks to thousands of citizens and hears their concerns and ideas. The new Mayor would be wise to look to the councilors as valuable partners in city government, not rivals.

By speaking for his constituents' interests, a city councilor bridges the gap between City Hall and the parts of the city that feel disenfranchised. A city councilor helps ensure that Fall River's diversity is represented throughout city government, by taking an active role in setting city priorities, ensuring that our plans for the future will benefit each an every Fall River citizen.A city councilor must remember that he is there to represent every citizens interests at City Hall. He is not an ambassador from City Hall to the citizens.

Setting the rules

The city council is not only a representative body, it is a law-making body. The council enacts rules which affect the quality of life in our neighborhoods.

The council frequently deals with zoning and land-use laws: changing the zoning on an individual piece of land, revising the Comprehensive Plan for an area, or general reform of the zoning laws.

A councilor needs to have a grasp of the complexities of the law, and an awareness of the risks and potential rewards of a change. The Law of Unintended Consequences is in full effect, and a bad decision can undermine years of hard work and thousands of dollars that homeowners and business owners have invested in their properties. A councilor must also be able to think "outside the box" -- willing to consider creative solutions to reach a win-win outcome for all concerned.

As a legislator, and not an executive, a councilor cannot act alone. A councilor must be able to build a professional relationship with his fellow councilors to reach the needed majority to pass an ordinance. To get things done for his city, a councilor must also be able to build support for his proposals in the community.

Keeping watch

Although the mayor is responsible for day-to-day operations, we need the city council to oversee the performance of city departments, to ensure that our essential city services are delivered efficiently and with excellence. To do its job, the council needs clear, complete information about expenditures and outcomes from every branch of city government. This same information needs to be made accessible to the public on the Internet.

To fulfill its oversight and legislative responsibilities, the council needs the independent resources and freedom of action to research issues and to evaluate the information it receives from the city administration. If we want a excellent, efficient government.From time to time, exercising effective oversight means saying "no." A good council will cooperate with the mayor whenever possible, but some plans are wrong for Fall River, and the council needs the guts to send them back to the drawing board.

How to build a better Council

More progress needs to be made. In this election, who ever is elected to the council will greatly affect the council's ability to fulfill its responsibilities.As a voter in this election, get to know the candidates running for city council.

Ask questions!!!

Will the candidate be an effective advocate for your neighborhood's particular needs?

Does the candidate have the intelligence and experience to handle zoning and other legislative issues?

Is the candidate committed to a city council which asks tough questions and demands answers, a city council with the confidence to say "no" when it should?

Don't be shy about calling the candidates and asking tough questions of your own.

If you find a good candidate, vote for him, of course, but find other ways to help, too. Display a yard sign, publicly endorse him.

Your time and effort will be repaid with a city council that is ready to build a better Fall River for all of us.

Usually during election time we see signs stating integrity, experience, qualified, etc., realizing that the candidates can only put favorable characteristics on their ads. I mean, who would advertise negatives, like "I'm dishonest, can't be trusted, a scoundrel, but vote for me anyway"? The only way we can get to know the real candidate, their attitudes, viewpoints, and prejudices too, is to ask the hard questions, and then wait for the answers. Voters should be able to hold their feet to the fire. We deserve a high caliber of elected officials, and we need to do a better job vetting them out.

When you ask candidates questions of great concern to you? If you get the deer in the headlights look, maybe that candidate doesn't know what's going on. And if the candidate tries to spin the answer, then don't let them get away with it, and ask it again, maybe this time with a different inflection.

Here's your chance to (1) elect a candidate that is going to represent you and (2) exercise a valuable right, the right to vote, so be prepared. The future of Fall River is largely influenced by the attitudes and actions of the city council. No easy task, so let's not treat it as if it is just another election. You can make a difference.

First and foremost, I would like to say that the blog that was posted was for information purposes. I read that letter and felt that it was very interesting. Therefore, I felt it was something that most people should know about when it comes to voting. If you noticed my first post about what I believe in before I submitted the post in question, that is what I stand for. Remember that I report true facts on my show and that was the intent of that blog. I must say that you are a very intelligent person and that's what this city needs more of. Honesty, open mindedness, synergy, and out of the box thinking. In closing I, as an honest person will say that yes this post was for informational purposes and not meant to plagiarize anyone.

It was well written, good to know that he stole it but didn't Bob Correia do that in the last election and it got him elected?

As well written as the plagiarism was, using words like synergy and outside the box doesn't get you my vote, I didn't hear one solution or ounce of substance in that entire speech. I guess I am going to have to wait for Miozza or Poulin or even Kilby to unveil their platforms for Council, those are probably the only ones who will be able to actually answer the question, "What do you want to do if you get elected to the Council?" I understand that you can't do it alone but tell me what you are going to try. Ask any City Council candidate that question and see how bad it stumps them. As much as I get excited about new candidates for Council I have asked several that exact question and a blank look appears on their face, they start sweating or they stumble, stammer and spin. I have no plans to replace the old hacks with new ones. Sorry guys and gals. The Berubes, Boulays and Bartleys of the world I might like you so far but I need to hear quite a bit more. Keep doing what you are doing and maybe you will get a thousand votes. You just want to see your name on the ballot or you actually want to win?

This post as I have stated again is what I believe that will work for the city. The hardest thing that I will have to do as a new candidate is for constituents to get to know me....I will put most of my shows that have aired, and put them on youtube. But believe me, that I am very aware of what is going on in the city and care very much for it. For me to just sit at my computer all day is not a proactive way to find answers for issues that are concerning citizens now. If their are questions to be asked, I will gladly answer them. I am available most of the time. I am still working on a website for my campaign. Lets not forget, that a leader is only as good as he makes himself. Leaders are not made they are self made. The internet is the source to reach a percentage of people....the most respectful way to speak to someone is still face to face. How can you tell that someone means what he or she says, look them in the eye.

The most recent post to your blog is unbearably vague.

"Jobs, public safety, economic development, quality of life, education, restructuring the city council and the city's government."

What are you going to do on those issues?

Ok well lets start by addressing one great issue. Jobs..... One thought out plan that I am thinking of is bring jobs to the city for the majority of the unemployed. Who are they? The hard working g people of this city with little to moderate education. These are your factory workers. Most if not all are baby boomers. Even though they are involved in programs that allow them to at least get their GED, this will get them nowhere with the type of jobs this city presently provides. If you have seen lately WAL-MART has been battling Swansea for quite sometime now. Why hasn't the council or FROED or RDA called them. We have the perfect place for that type of Superstore at WAL-MARTS present location. The Harbour Mall is a sore eye. Most of those store could be moved across the way at the Shopping center where National warehouse used to be.

The courthouse was a big mistake, The old South Main Place could have been used as a food court for all types of Fall River's cultural cuisine's.

All of those store fronts could have been used as a walk strip mall.

This courthouse destroyed that.

You see the first thing we need to do as a city is to start believing in ourselves. For so many years, our morale has been quite like our main attraction, The Great Mount Trashmore. Our citizens need to star believing in themselves. Unfortunately leadership effects any uplifting to ones personal drive that makes them get up and fight.

Again I ask you to watch my show on public access, or catch it on youtube.

Again I must say, I can write here all day long. That isn't an effective way to get my message across.

Holding numerous times for my campaign isn't either.

I need to be out in the city, telling people who I am and listen to what they have to say. How can someone vote for a person if they can't even look them in the eye.

When you are out in the city telling people who you are, are you really telling them who you are, or are you just reciting something you Googled that sounded good?


Chris, you know that at least one of your opponents has already read this thread and once the campaign season really gets going, you will be rightfully labeled as the candidate who plagiarized his reasons for even running for the City Council.

There will be dozens of lackluster candidates for City Council and only a handful of good candidates. Consider yourself in the first category.

I just can't see how I could ever vote for a candidate who so blatantly plagiarized his reason for running for office. I have seen plagiarism in platforms before, but never for the reason a candidate is running for office.

I see that you have edited your blog. I just want to point out the original version included your name at the bottom and the designation that you are a candidate for City Council.

You ripped off another candidate and basically replaced "Tulsa" with "Fall River."

Here is the latest show besides the one airing....watch me and make your judgment on what I say....again still early to early in the race....I will be disseminating much more information as the time comes.

Again if you really just stop for a minute and listen you might find what your looking for.

It is great to see that many people love to attack....that's a great sign of passion and that's what we need.....I welcome all sorts of criticism good and bad but I look at them constructively.

Wal mart is just one of many solutions. There are so many others.....I do have a vision and a plan.put I will not spend my time on the blogs...I will be speaking to people face to face.

If you won't be spending your time on the blogs then what are you doing here? What if someone asks you face to face what your plans on for the city and what you will try to do as a City Councilor? If you can't answer that question here then you won't be able to answer it face to face. As one commenter said you will be among those sweating, stammering and stuttering trying to give an answer. Luckily for you if you throw out enough words and phrases like synergy and outside the box it will be enough to fool some people. Anyone that can't answer a simple question isn't fooling me though and hopefully won't be fooling many others. Add to that, that you have already attempted to lie and deceive and your goose is cooked. Your campaign is over before it even started.

Yes, don't miss Chris' now classic interview with Pat Casey where he asks her what part of the city she represents and she has to tell him that city councilors are elected citywide/at large. If Pat Casey has to correct you that's pretty bad. If you are running for council and you don't know that you are running citywide that is bad too, lol.

I love the way he let Pat Casey off the hook in segment 2, that's just what we need on our council is a Pat Casey apologist. She didn't need to research her own resolution because there are others on the council that could've done her research for her, she has no responsibility at all even though it was her resolution. Nice premise Chris, lol. Casey should erect a monument for you after bailing her out with that one.

Yes, I thoroughly enjoyed how on Segment 3 of the May 11 show, Pat Casey was called out for not appearing on her show when she has been the only City Councilor to appear on his show.

Why would a City Councilor go on the show of someone else who is running for City Council?

This seems like a very obvious way to either trap a City Councilor and make them look foolish (not that it is very hard) or to say that the City Councilor is afraid to go on the show when they decline.

Thirty minutes of informal chit chat regarding swine flu is not news.

Also, a WSAR personality thought that they were breaking the story of the cooling towers in Somerset, then it was brought to the attention of everyone that the Herald News ran a story a year earlier.

Chris wrote earlier about getting to the roots of the issues and getting rid of the weeds and thorns.

How about we start with getting rid of the fertilizer!

I think that its a pretty good idea to say, keep watching my show and you will see who is lined up. There are a few candidates for mayor scheduled and other councilors.

One correction I must make to one of the most anonymous posts May 11ths show was not pat casey look at the bristol county news channel and you will see other important interviews. Please as I respect all of you voicing your opinions doesn't it say something that when you post anonymously you really aren't showing your credibility.

For Christ's sake, I did not say that Pat Casey was on the May 11 show, what I said was that Pat Casey was called out during Segment 3 of the May 11 show.

Starting at 5:30 of Segment 3, but specifically at 5:42.


This takes the cake though. The candidate who plagiarized his reasons for running for office is now questioning the credibility of anonymous commentors!!!

"Your" original post was written in the first person and signed by you without any credit to the real author. You tweeked Michael Bates' work to include a Fall River theme rather than Tulsa. It is still plagiarism.

Furthermore, I find it really amusing that you started a blog, plugged your blog here, and now "won't be spending time on the blogs." Perhaps you find it easier to lie to a person face to face. I say this because I met you and you lied to me. You took credit for something that you didn't do, I know the truth and I didn't appreciate it. So I agree with the commenter above me, the same people you meet in person are the same one reading the blogs.

Y'know who I feel bad for in all this, is this Timothy Burke guy. Some idiot Hurricaine fans are going to read this, take it as gospel that Tim Burke is "The Shamrock" because someone said it in ALLCAPS. Then Tim will be minding his business someday, walking down the street, and suddenly get sucker-punched and the crap kicked out of him. Mike, you need to lay off the coke as it seriously affects your ability to write coherently (although I guess brain damage would do that too). There are many people in this city who claim to be who they are not and claim to be responsible for things they are not (Chris Marcellino being one).

There are some of us who know who Shamrock is and will never disclose his identity.
