The key to these lobbyist is not that they donated to Bob Correia, it is if they donated to the Speaker of the House. Here is the reason.

Correia held no real power at the state house, he was a follower. It is ironic but to be a chairman or leader as people in Fall River say, you really have to be a follower.

The Speaker holds the power. Through the Speaker people such as Correia were able to get money from developers, lobbyist, etc. In other words, you were a good boy on the major issues the Speaker wanted he would siphon some cash your way through his connections.

In this way the Speaker holds the power. You stay in line as a Rep and he rewards you. You have no real power.

So, the real question is did these people donate to DiMasi or Finneran. I bet the answer for the most part is yes.

The 1990 Interstate Banking act was crafted under the guidance of the state legislature’s banking committee, chaired at the time by current House Speaker Thomas Finneran and former state senator W. Paul White (D - Suffolk and Norfolk district).

Since the law was enacted, MHP has made $277 million in loans to support 9,100 rental-housing units without incurring a single payment default or loan loss. And powered by the many bank mergers of the 1990s, MHP’s fund for rental housing development has grown to almost $450 million.

“We saw that there was an enormous gap in which middle and low-income people did not have access to housing,” said White, now a principal at The Karol Group, a Boston-based government affairs firm. “Different groups that were concerned about housing got together to figure out how to do something creative. There was a lot of leadership from housing advocates to the legislature to the executive branch. It’s really a remarkable example of how you can seek ways to give access to people and it’s really below the radar screen. People in housing know about it but nobody else does. It’s really a highly effective tool.”


Fleet’s $63.7 million has funded a wide variety of rental housing developments in Boston and practically every other small city around the state. In 1999, Sovereign Bank of Pennsylvania picked up the remainder of Fleet’s loan as part of its entry into the Boston market. All told, MHP has used Fleet/Sovereign’s line of credit to rehabilitate or create a total of 2,957 units of affordable housing. Of this total, 976 represent new units.

John Hamill has watched MHP put bank funds to work for affordable housing from the beginning, first as president of Fleet Bank of Massachusetts in the early ‘90s and in the final years of the loan as president of Sovereign Bank of New England. He said the interstate banking act has enabled banks to effectively channel their money into communities.

“The intention was that it would assure the state that banks that were making acquisitions were going to be part of the community,” he said. “For some time, banks have been committed to the whole arena of affordable housing for low and moderate-income people and this has been one of the ways we’ve been able to do it. We’ve been pleased with the quality of the loans and the quality of the developments. It’s been a great partnership with MHP.”

One of the first developments financed by MHP with Fleet/Sovereign funds was the 1993 rehabilitation of a vacant building on Shawmut Avenue in Boston’s South End into 11 units of affordable housing for people returning from the mental health system to the community. Richard Thal, then assistant director for project developer Inquilinos Boricuas en Accion Inc., recalled the impact the MHP Fund had on the Shawmut Avenue effort, and on the affordable housing community.
